S.E.A. was the abbreviation of the Société d'Études Aéronautiques a firm that was formed by Marcel Bloch and Henry Potez. Both climbed to the top of French aviation in the inter-war years and later. Marcel Bloch renamed after WW2 as Marcel Dassault.
The S.E.A. Type IV (see tail info) had according to the tail info a Lorraine engine rated at 350 hp,
This machine has what looks like oil stains on the side of the fuselage.
