The US Congress appropriated $3M in 1916
to establish
an Aviation Experiment Station and Proving Ground on the East Coast.
General Squier,
Chief Signal Officer,
for the Army was in charge of the Aviation Section of the Army and he established a commission to find the best site.
In 1917 they selected
a swampy site near
Hampton, VA
which became Langley Field.

A Sopwith 1 1/2 Strutter two-seater as it became popularly known in England. This type was licence built in France in great numbers (thousands) and was identified by the French Aviation Militaire as the Sopwith 1 A2 (reconnaissance two-seater) or the Sopwith 1 B1 (bomber single seat).
Obviously this is the Sopwith 1 A2.
The nickname 1 1/2 Strutter was of course never used by the French.
